Whatever you do DO NOT PAY A COMPANY YOU FIND ON THE INTERNET TO DISTRIBUTE YOUR RESUME. There is an operator in Calgary, Canada that operates under several names that will charge you a few hundred dollars and sometimes even promise you a job. He will then send you a number of phony emails that appear to be from companies like Halliburton that are forged and illegitimate. He will eventually complain that the reason you didn't get a job is that you were not qualified. This operation is a FRAUD. They do not send out resumes and refuse to give refunds whenever possible. There are some other operators like this working in Nigeria. You do not need to pay anyone to find an offshore job. I know because I work in the industry.
One place you can look is www.rigzone.com on the jobs board. I did a search on welders and found 13 jobs posted:

There was one company in Columbus, TX looking for 35+ welders. They had a job fair at the end of January, but may still be hiring.
